A viewer in Bend, Gerald, says, “I would like to know, why the traffic lights here are so weird?  I moved here from out of state and it’s not normal for one light to change green immediately after the other one turns red. I think it's supposed to be on a delay. Doesn't this cause accidents? Thank you for investigating this safety hazard.”
 
The Oregon Department of Transportation maintains the city's lights under a maintenance contract.  They say there is a small margin of safety but if the delay is too long, some drivers will learn to try and beat the light change which is even more dangerous.
